How do i get my 11 yr old to clean his room?

I have a 11 yr old boy and his room is the nastiest thing I have ever seen. It usually takes me about an hour to clean it (when I do it) but a few days later its right back to the way it was. His clothes are always tered all over trash food toys etc all over his floor under his bed his walls are filthy and his room stinks I'm so frustrated.I make him clean it up and if he doesn't I punish him by taking away his cable tv xbox wii cell phone. None of that works. I don't expect his room to be **** n span but I feel I pay to much a month for part of my house to look like that. Has anyone else encounted this probelm and if so how did you deal with it and is this jus a phase or is my son just nasty
