Does the world look to France for standards of humanity? Like...?

It is said that in order to know how human a civilisation is, you have to see how they treat their mentally sick people. In France they are treated like SH*T, and it's going worse and worse, so it gives you the level of France's humanity. These people have to go to Belgium to find respect and great special institutions, in France there are none, all the money goes to war and useless things.
