Did my mom trick me in the deal? and what should I do?

My mom told me if I keep my room clean that I can get a haircut. And I really do NEED a haircut. However, she did not tell me how long I have to keep my room clean or when I can get the haircut. And yes I know my room should always be clean and it currently is and it has been ever since she thought of this deal. And today (about 3 weeks after this deal) while we were at walmart I saw the haircut place there and it was open. I asked my mom if I could get a haircut there while she gets her nails done at walmart and she said no. I even told her that I would pay the money for it and she still said no. Did she trick me? She was the one that thought of this deal and also when I asked where can I get my hair cut she said "I don't know." What should I do? And if I cut my own hair I'd be in huge trouble. I have also felt very unsure of this deal that she made cause she didn't tell me when or where I could get the haircut. I'm usually not a risk taker anyways.
