Are Welfare Programs spreading Poverty Instead of lowering Poverty?

The purpose of welfare isn't to prevent poverty. It's to keep people from starving or committing crimes instead. The majority of people who get government benefits work, are disabled or are elderly. There are restrictions to keep someone from just collecting it because they don't feel like working. So no, I don't agree. I live in the real world and deal with these people in my profession.
